Windber Area School District is beginning early conversations about a potential new opportunity for future seniors: Black Bear Academy, offered through Pennsylvania Highlands Community College.
At this time, no decisions have been made. We are simply starting the process and want families to be aware of the opportunity and to discuss whether it may be a good fit for their child. Family feedback will help determine whether and how the District moves forward.
What Is Black Bear Academy?
Black Bear Academy is a dual enrollment program that allows selected seniors to spend their senior year attending classes at Pennsylvania Highlands Community College (Richland Campus). Students can earn up to 30 college credits at no cost while still graduating with their high school class.
The program is funded through a Pennsylvania Department of Education grant and is administered entirely by Penn Highlands, including admissions decisions and eligibility requirements.
Important Things for Families to Consider
A Different Senior-Year Experience: Students accepted into Black Bear Academy would follow a college schedule and attend classes on a college campus. While they remain Windber Area SD seniors, their daily experience would differ significantly from a traditional high school senior year.
Transportation: The District does not anticipate being able to provide transportation to and from the college campus. While we currently operate a bus route to the Greater Johnstown Career & Technology Center (CTC), any potential coordination would depend on whether a student’s college schedule aligns with existing CTC transportation times. This option cannot be guaranteed, and families should plan with the understanding that transportation is primarily their responsibility.
Eligibility Requirements
Eligibility criteria are set by Penn Highlands Community College, not Windber Area School District. Students considered for the program typically:
- Are rising seniors on track to graduate
- Are academically capable of college-level coursework
- Demonstrate motivation and interest in college and career exploration
- Meet at least one of the following criteria:
- First-generation college student
- Eligible for free or reduced lunch
- Have an Individualized Education Program (IEP)
- Are able to provide their own transportation if needed
Final acceptance decisions are made by Penn Highlands Community College.
